What you need to run the game is RPG Maker 2003, very easy to find.

As for a centralized place for updates, I vote for the first post which puts that on Rico's shoulders. However, it would be the best place.

Okay, now I'm gonna go ask over on Rico's group real quick, so let's hope for the best. (Huh, I'm on a Monster Girl Quest quest...)

Speaking of the first post... Rico, did this ever get put in?
