There's no sex, and because of the change in reality Rob was never touching his sister in the first place. I only revealed that later.
Rob is sexually aroused by his mother, whose only reaction seems to be "not worth the trouble".

The word "sister" appears 20 times in the last update.

She greeted Lilly politely, shaking her hand in the process. "You must be Melanie's mother. You've grown such a fine young woman, you know that?"

Without so much as a response, both of the Robinson's kids ran inside the house.

The last thing he wanted to do was have his sister see his rod, but it proved to be nearly impossible when in such close proximity with her.

His mind wandered, traveling from one point to another, only to return to the same image of his sister standing naked before him like he had seen just moments ago.

...

She began talking dirty to him, though now she was no longer his sister, but a very sexy classmate he admired who looked strikingly similar to his baby sister-- almost identical.

...

His sister had changed yet again, and in his unconscious mind...for the better.

His mind slowly began to drift unconsciously back to the vision of his baby sister.

His sister had changed yet again, and in his unconscious mind...for the better.
etc, etc, etc

You've got this one line about halfway through the update where he says that she isn't his sister. And yet, whenever he looks at her, that's all he thinks of. Melly definitely started out as his sister, although who knows how she ended up.

There are only two things I can think of: (A) he has incestous feelings for Melanie. He clearly thinks of her as his sister, even though technically she is not. (B) you threw that in there after the fact to try and excuse the rest of the story.

If it's (A), I guess the question is "Are step-siblings [ie people who consider themselves related even though they are technically not] considered incest?", and your answer to that will determine how weird their relationship is. (hint: it's weird)

If it's (B), then I would say that you should really stop half-assing it and just cut out the paragraph altogether. Don't apologize or self-censor yourself because of how you think people might react to your art.

And all of the above completely ignores the mother angle.
