I'd imagine those that have it either don't know what they have (as, like when I went, a lot of people will just scoop up things for the sake of getting them, because sometimes you find rare gold...Crooked Navel unfortunately falls into that category) or are coveting it. I mean hell, I have things from C78 I've never seen online...usually for the same reason I managed to get it in the first place lol
