I don't think I would ask someone who I see on a daily basis out on a date unless I was close to 100% sure how they felt. Nothing is ever definite, though.
Personally, though, if this happened to me. I would have called her out on the teasing. If she didn't stop then, she would be asking for trouble. Because either she likes you, or she's fucking with you. If the latter happens to be true you should just attempt to ignore her I guess.

The third option tends to win out on this one: she is oblivious to the signals she is sending. My friend with the DDs hadn't met her and was royally pissed that she was stringing me along like that. When DD met oblivious girl she realized, wow she really does have no concept of the repercussions of what comes out of her mouth.
