The Supreme Court has ruled that Rep Amash is completely incorrect in just about everything in this quote. Even staunch anti-federalists like William Rehnquist and Antonin Scalia have ruled in a way that precludes this nonsense. This guy thinks the Constitution says something that even the most conservative justices on the Supreme Court don't think it says.
