A writer (one with any sense anyways) would not write a screenplay for an industry that does not exist. They would learn a craft to bring this thing into existence on their own, or they'd talk to the people they'd need to to make it happen.
Mako didn't get shit done by writing a script and then hoping it would sprout leaves on its own.
This is all a wasted effort.
