Here's a thought that genuinely terrifies me.
What if this was the NRA's doing?
A rogue faction, if that makes you feel better about it.

I've probably watched entirely too much 24, but consider this:
Who benefits? Where does the money lead?
Seems to me that an awful lot of arms manufacturers could capitalize on a tragedy like this.
Wouldn't even be the first time; German arms manufacturers and the Reichstag come to mind.

And who's the public mouthpiece for these armorers, again?

I'd be very wary of any announcements in the coming days.

EDIT: I'm sure I'll draw the ire of some of the pro-gun crowd here, and I'm okay with that.
I don't mean to disrespect our servicemen and women and their families.
Neither do I intend to in any way denigrate their service to preserving our way of life.

What I do mean to do, is to call out the possibility of a wolf among the sheep - a fox in the henhouse, if that works better for you. It's thoroughly disturbing to me that there's even a slim possibility that the very people who cry "foul" loudest whenever they perceive any sort of threat to the Second Amendment, may be the same people who artificially create a continued need for it. It certainly wouldn't be the first time.

And to those who argue that I have no proof for this "wild conspiracy theory" - that all I have is conjecture and insinuations - that's true, but I ask you this: how well does any of us know his fellow man? It may not be a bad idea to be at least a little suspicious of an organization that predicts Armageddon at the hands of a single-page PFEC.
