The FBI knew these guys had gone to Russia for "training" with a radical muslim group. They put up a youtube list linking jihad propaganda. Anyone who has bothered to look into the Russians dealings with terrorists would know about the Chechen terrorist attacks that have been going on for quite some time. Recall the russians gassed a school that had been taken hostage a few years ago.
These two should have been watched more closely. The FBI dropped the ball, in part because it was spending all its time training to watch the tea party and christian groups who haven't killed anybody, much to the disappointment of US media.

While the majority of muslims are not Jihadists, a large percentage due support its actions either financially, or as part of the general abuse of minorities in muslim dominated areas. Look at Egypt, where minority Copts have been attacked repeatedly, often with the aid of the Egyptian police.
If you want to end the violence, you need to confront the violence that is promoted or ignored even by the peaceful muslims. There needs to be a shift in attitude in Islam or the violence will continue to escalate.
