Here is what I've discovered:

Things I'm not sure on: The obvious blinking panel. Unsure what it does. It might be the most heinous timing puzzle ever made. I would suggest ignoring it until someone comes in explaining what it is.

Hidden panels in the background consoles. Each one takes 10 clicks and the glass panels protecting the tentacles and milking equipment appear to never ever go down. Ignore them unless you feel like you know how to access them, or confirm that they're red herrings, too.
To activate the panels, click 10x on the lighter grey panels at the base of the two background consoles. Just mash it if it doesn't appear.

I'm going to refer to the readout in the lower left as the PiP (picture in picture). You can drag it around like a normal Window, click X to hide it, etc. IT IS ACTUALLY OBSCURING ONE OF THE BUTTONS YOU NEED TO HIT.

What you do:

1: To start with, let's just click on the breasts in the PiP, you can also click on the thighs, head, and even the lips as well as the waist.

2: There are two large breaker switches/levers in the background. Click/drag down to activate.

3: From a vertical row of buttons on the left, to the left of the blinking panels, click the lowest-most button.

4: What the laser beam is doing is raising the maximum size of the bodypart it is affecting. Oh wait, you actually NEED TO AIM THE LASER! Do so by clicking on the rearmost panel showing the outline of the nurse to make a crosshair to appear.

5: You can now affect the + \ - vertical slider in the PiP to inflate/deflate body parts after zapping them!.

6: The part that confuses most people: You can remove clothing after going to max size. The buttons become clickable. Click them in sequence, from top to bottom, as quickly as you can. Repeat the process until the shirt snaps off.
: To remove the skirt, inflate the thighs/butt (aim at the butt to get max) and click/drag the skirt off.

7: Getting the breasts up to macro-size will unlock all the known modes, including hermaphrodite. The center breaker switch will be visible, and the second button on the left end will be accessible.
: To toggle gender, you go into the PiP and click on the waistline and toggle the gender.

The red button resets the nurse to default, but will keep all unlocked modes intact for use without needing the lasers.

There is also lip expansion (aim the lasers carefully) and hair expansion. The hair is a bit weird. You must remove the hat *BEFORE* lazing the hair, otherwise it won't grow to maximum. Toggle the hat back on from the head PiP and remove it manually to cause her hairstyle to change.

You can select the cock/balls individually or both together in the PiP.

A final note! I don't know what the uppermost button on the left panel does after it makes 3 additional buttons appear in the PiP.

Edit: what it appears to do is allow for more fine control, so you can only grow a single breast/shrink it, single thigh if you'd like. Ok yeah that's what it does. You need to have stripped the clothes from the nurse in order for it to actually work though.
