They can install it the same as you, but until they go online and register an account and pay for that account, they can't play. Generally people just sell the accounts after they change the user details to whoever they're giving the account to, or just use generic username/passwords and let people change all that themselves later.
Is that what they're doing? I may be confused but that's what it sounds like. o.O

No. You can buy discs at a physical store or from the Steam service store and register them with a code and assign them to your Steam account. You can give away your Steam account in theory, but you'd be giving away ALL the games assigned to it as well.
