The best way I think would be to make a molded chest out of a very soft silicon rubber, most likely Ecoflex 50 from SmoothOn. Then use an air bladder or a liquid filled bladder to inflate behind it. There would have to be a solid backing though to keep the outward pressure pushing away from the chest. This is if you want to see skin during the inflation. Animatronic creatures? Very cool.
Silicone rubber, interesting! I want to show the breasts nude expanding (will also have to build a nipple). I will look into this first thing tomorrow morning.
