That is the one wrench in my argument and what would lead down to the the Alternative Continuity line.
Rei however could just be a call out in Victory we find out she has been campaigning against the CPU's for years
Not saying we won't see Plutia or Peashe but I don't think we'll be seeing them soon.
Before we can speculate on anything we need a few more episodes under our belt though
