The weirdo "kid" is her "Father" or Boyfriend, I am thinking her boyfriend (I will have to watch it again to see) who found her in the Bamboo forest. she was saying good bye to him.
I am not sure why its blurry I am assuming the tape was like that cause it was the tv movie. I seen an un-blurry version before which most likely came from the retail VHS tape.
