I think they're exchangeable depending on the context or artist.
I mean, Nagasden's Nagas lack arms, while Nagas in Warcraft are pretty much lizard-looking women with snake lower halves, six arms and fins along their backs (with male nagas being tyrannosaur-headed monstrosities); and those in Avernum's games and classic mythology are pretty much snakes with female heads.
