The skins are best descibed as "latex-ish" before being put on, but are a lot more slippery and and slide easily against the skin (especially the inside). As the transformation progresses, the skin merges with the wearer and becomes actual skin based on the animal represented. For example, a lizard/dragon skin would segment into scales, a mammal skin would start sprouting fur, pores would open, etc.
In Ellie's case, her skin becomes a bit rough like shark skin, but also stays slick and moist
