I found some kind of online streaming thing that features cartoons, watched it briefly for the scene:

She's actually talking about something unrelated while fiddling with a size-change device on a moped (I guess they have a whole line of "magic" vehicles). First, she shrinks her monkey companion to tiny size and restores him, then accidentally zaps herself and becomes giant become going back to normal. It actually ends with her shrinking herself and the bike down to bug size and driving away.
