Here’s a plot for this manga series: Love Prisoner Lava.

Superpowers have suddenly manifested in people all over the world, and those who use their superpowers to commit crimes are sentenced to imprisonment in Catastrophe Peniteniary. But for some reason, Shuu Ono - a man working as a corrections officer there - ends up falling in love with Lava, the strongest female prisoner! Thus, an absurdly comedic romance begins between corrections officer and prisoner: a couple who should absolutely never fall for each other!
