That's quite the topic title. It'll be interesting to see what we can bring to the list.
In regards to Dragonball, there’s a fair number of characters that could use some time in the (process-themed) spotlight. These include:

Mai
Suno (DBZ/DBGT)
Erasa
Maron
Marron (DBGT)
Bra/Bulla Briefs
Gine
Supreme Kai of Time
Towa
Tights Briefs

As far as video games go, here’s a few that come to mind:

Anyone from the “LUNAR” video game series.
Nagi Kirishima from Bloody Roar 4
Neige and Ciel from the Megaman Zero series
Alissa Cyan from Comix Zone
Anyone from Code of Princess
Alisia from Alisia Dragoon
Princess Elise from Sonic the Hedgehog (2006)

Anime-wise, the only shows that immediately come to mind is Noir and the Unico film series.
Can’t suggest too much with other animated medium or comic book series. I’ve been reading the Archie Comics Megaman series regularly, so who knows?
