I think Dorothy is kind of like Alice from Alice in Wonderland: It's more about the archetype of the character and she's depicted as an adult when it serves the overall depiction. When I think of Dorothy, I think of the more adult depictions of her throughout time. Those more familiar with Baum's original sources may have a different idea of Dorothy in their heads.
