It is a doujinshi. A fan-made comic that parodies something like their favorite show or comic. I would not call it a rip-off because they are not saying that they made up their own characters and what not.

Simply this is a parody comic based off Sailor Moon.

Here is my theory(s):

1. Simply it was an unstable chemical.

2. The chemical mixed with her magic causing an explosion.

3. The chemical caused a magical blast of energy of some kind.

4. That is all I can think of right now...
