If state laws are so great, why is it that minorities have to wait in line 6 hours to vote in some states?

BTW: Who ruled it unconstitutional by the 10th Amendment? No one.

You keep using that amendment. I don't think it means what you think it means. Most of the original VAWA has already been ruled constitutional.

10th ammendment does not trump 9th + 14th. In fact 14th trumps 10th. 14th ammendment says bill of right is required of the states to grant. 9th says that a right does not have to be specifically mentioned in the constitution to be a protected right.
