The Sims 4 Enchanted by Nature Expansion has fairy shrinking
(EDIT: Whoops, wrong link.)
This trailer for The Sims 4's Enchanted by Nature expansion shows that it allows Sims to turn into fairies. This gives them access to several magical feats, including shrinking. 2:34 shows her shrinking herself and another lady for playful romantics, then shrinking and going to sleep in a dollhouse. 5:56 shows another fairy shrinking to enter a small house.
