What is the difference between lamia and naga? Or are they interchangeable?

There are dozens of different examples of both, in completely different scenarios. It is something like "what is a werewolf?", but with less examples.
The original lamia was a monster, a woman with serpent body instead of legs who ate humans, from the greek mythoiogy. About the original nagas I am not sure, but I suppose they come from Indian mythology, and they were a rece of reptilian people.
After that, they have been depicted in many different ways, in literature, paintings, video games, movies, etc.

Any time I've seen "lamia" fetish art, it's almost always a snake-woman eating someone, and it usually involves growth/macro or some gigantic body size.

Nagas on the hand are usually just depicted as traditional monster-girls like a mermaid or catgirl. Average size, much more common in media, and usually without the whole vore thing.

Wasn't the difference the lack of arms on Nagas? at least from what I remember Naga (the artist) himself mentioning once on his old website

I think they're exchangeable depending on the context or artist.
I mean, Nagasden's Nagas lack arms, while Nagas in Warcraft are pretty much lizard-looking women with snake lower halves, six arms and fins along their backs (with male nagas being tyrannosaur-headed monstrosities); and those in Avernum's games and classic mythology are pretty much snakes with female heads.

Naga are snakes with the heads of men from indian mythology. That's men as in the sex, not the species, as female serpent people are nagi.

Lamia is sort of the originator of the modern succubus, only she eats children instead of bedding men. Sometimes she gives birth to Scyllia, who is the closest this monster design comes to ancient myth with the body of a woman, a sea serpent, and several dogs.

I think the modern interpretation of this monster comes from Ray Harryhausen's Medusa in Clash of the Titans.

Nagas where frist depicted as Giant snakes with the heads of women. Laimia the demonic daughters of Lilith the first woman(older versions of Genesis say Eve was the 3rd Woman. Lilith was too independant and the second woman Adam outright rejected before even naming her) are often(but not always) depicted as beautiful women from the waist up with snake tails for legs. Like most Mythical monsters details became blurred over the centuries and now Laimia and Naga can be used pretty interchangeable
