Eek! the cat - Witch to mouse
The end of a Halloween episode has a hot witch accidentally drinking a potion which initially turns her into a radish, then into a "rodent" (her talking cat read it wrong). The actual transformation is more like a shrink/deflate combo.

I remember Eek! the Cat. One of the best cartoons I've ever watched when I was a child. Shame the cartoons are now terrible compared to the cartoons in the past that shows a lot of originality.
