Majimoji Rurumo- Cat to Human
The anime series Majimoji Rurumo features a talking cat who can change into a human form for 30 minutes at a time. Does so the first time in episode 4.

Hmm, I'm interested in what happens when the 30 minutes are up. I'm guessing a poof, but if it's a poof with cat crawling out of clothes I'm okay with it.
