The artist is S. Sakurai. S is also the author of Flying Suit Reiko, Muertitos and Gorgeous Princess Creamy Beamy.

And for the record, Stephen (or S.Sakurai now) is actually a woman.

Just to clear things up, S. considers h... err...*it*self genderless. The character Cheesecake st. Cherrywell (who is also it's deviatart avatar ssakurai.deviantart.com) is how it draws itself as a girl and i believe Bob Floy was how it saw itself as a boy. There was a discussion about this on the Muertitos forum, but now the forum's gone along with most of the clues to S.'s biological gender. I don't think it matters, I'm just a stickler for these sorts of things.
