I have the DVD of this - the film is largely a spoof of major Hollywood horror genres of the 80s, especially the werewolf film explosion brought on by AWIL and The Howling. In the Part 1 video, you can hear him exclaim "JESUS CHRIST!" in a direct impression of David from AWIL.

The TF scene is nice, but Suti's right - he's not really TFing into a girl, just an effeminate transvestite

We actually see him fully TFed at the end of the movie, where he infects several other people who all spontaneously TF into transvestites. Funnily enough, the "girl" that bit him looks like (and is played by) a woman - her TF sequence would've been nice.
