I find it funny that it looks like they have most of the opening done, but they're splicing it all over the place since it's not entirely finished yet.

Well, if they follow the pattern for 99.9% of series who's openings originally consist of shots from the show, it means the opening isn't done or will be changed a few episodes in with a "real" opening. So it's possible we'll see an OP that concists of real opening animation in the next few weeks.

Or make up an entirely different orginal story. The first series of Fullmetal Alchemist comes to mind. From what I've seen it's not uncommon to do half a season and then continue later on. Half a season being around 12 episodes. Which is why you see so many ridiculous fillers in Naruto and flashbacks.

NAruto is a horror story of filler after filler. Fullmetal Alchemist completely made their own story as the started catching up and it was well done. I'd have hated to see it with tons of filler. They came back and did a run much more faithful to the manga (which actually STILL hadn't ended yet when Brotherhood began.
