It was still a girl previously though. The 'disguise' the monster took was it's previous form. All the ANMCs (like the Stalker) used to be people.

I guess that explains why she was wearing clothes to begin with. I never did get very far into that game. .. I pretty much just got it so I could watch that TF near the beginning of the game.
