This is still blowing my mind.

Like imagine you are a tech journalist in Japan. You literally have to get on an airplane and fly to america to be able to play the Xbone and see what it does. It literally might never be possible to play Xbone games in Japan, because right now MS only has plans to release in HK, Taiwan, and Korea, and that's for the end of 2014.

What century are we living in?

So.. wait. If there's even the possibility that the console won't launch there, that kind of outright kills any chance that a Japanese developer would make any games on it. So no JRPGs at all? Why would a company like Capcom ever touch a system that might not release in Japan? No Street Fighters etc? That's a pretty dismal future for that console if Japan isn't on board.
