Looks like it wasn't just her isp after all. They really are so xenophobic that they are trying to block any non local viewers, and it's spreading. This link contains Bareon's workaround and should function.

Seems like they've been kinda lame for a while. Almost all the the posts are requests for mods (some repeated weekly) and very few finished products.
