Your call, really. Is the way it works here really that unless it's a woman transforming, it's got to go in "everything else"? I don't get the impression that most of the threads in the TG section are about women becoming men, so maybe this would be best suited there. But I don't know, maybe then some people would say there isn't enough TG for that section, because he doesn't change right away! Like I said, it's your call.

For the TG section, it got established awhile ago (not that I agree with the rule but it is) that F2M and M2F are permissible. For AP/AR, the subject has to be female through the whole process.
