Actually, these kinds of games come out on consoles all the time in Japan. The majority of H-games do come out on PC, though... this one included. There are many places you can buy them (J-List, etc.) or, if you're not averse to piracy, there are plenty of torrent sites and P2P programs that you can get them from. It takes minimal effort to get them to run. Keep in mind that they are entirely in Japanese and some of them are difficult to traverse if you're not at least proficient in reading it.
