No it is not, though the manga in its own IS on the final arc. The anime I am sure (or hope) is to follow shortly after.

Episode 7 of "Little Witch Academia" features Akko, Lotte and Sucy transforming themselves into fish. The transformation is offscreen and "poof" but it is better than nothing. The transformation is at 15:40 in the episode:

They aren't really TFs persay they are various versions of Star exchanging places, some really just wear different outfits though yes very much non mewman(remember she's not human) versions pop up like Kitty Star and Demon Star

Found some things that are not really worth their own threads but are mildly interesting.

In the webcomic Darwin Carmichael is Going to Hell there is a bit where a girl is turned into a cat to take part in a circus of people turned into animals or something. Arc starts here: http://dcisgoingtohell.com/280-the-magic-hat-part-i/ and the transformation is about 3 pages after that.

In the anime Flying Witch there is a character who was turned into a dog girl by magical chocolates. You see her for the first time in episode 4, and although the transformation is offscreen there is a nice scene of her waking up and reacting to it about 12 minutes into the episode.

the flying witch was occurs offscreen unfortunately but when she's waking up the next morning on that bench twitching her tail, thats pretty nice. Thanks for sharing, heres a link that episode

In Little Witch Academia episode 12, Akko transforms herself into a monkey and an elephant within the first minute of the episode. Only the monkey TF has process, the elephant TF is offscreen. There is also inflation and deflation during this scene.
