The Witch's Sabbath, props to Blacklips on uponherlips for posting a different scene that led me to find this. In the last 10 mins (1:06) a witch seduces the main heroine. Unclear what happens, but the movie basically ends with the heroine becoming a witch and joining them. The witches own a strip club, so the ending has the former heroine in a slutty outfit, stripping and smiling evilly as she beckons them to come and be alone with her (so she can use them for evil rituals).

It depends, how old are you? If you weren't a kid during the time you think animation peeked then it would be strange. If you were, then well that's normal, everyone feels everything was "the best" during their youth, even if it wasn't. It's impossible to say when animation "peaked" for several reasons.
1. Every "Era" of a art form has it's ups and downs.
2. With animation there are far more poor and mediocre shows than there will ever be good shows.
3. With the exception of dead art forms, no art form can be said to have truly peaked so long as it's still being used.

That all said you can reasonably claim a certain show was the peak of animation at the time.

Plus we tend to forget the crap from our youth since it usually gets canceled, and then deride the present day crap because we're not kids and actually start to notice it.
It just gets worse as you get older.
