The comic is Avenger's Assemble #13. Black Widow as a lizard is in two more pages, and the detox/revert is mostly off-panel. The other lizard lady Galina (in the corner on the second uploaded page) is in the entire issue, and probably in the previous issue too.

Another strange thing about being the "designated target" characters in that position usually don't stay changed long, for some reason transforming someone who has yet to recover from a previous transformation generally isn't done, I think it's easier for artists and story tellers to wrap their head around a human becoming something non-human than a non-human becoming another non-human. Also the fact that once a character is established in an unofficial position they tend to remain that, restoration of the status quo requires they are human for the next transformation.

Changing a character's design, especially if it's short term (longer than a storyline, less than a year) can be difficult to do with the way comics are produced. When one storyline ends the writer or the artists could leave, and whoever replaces them is only going to be working off the standard models for those characters. They didn't sign on to write a character who's a werewolf, they signed up to write spider-man. That's not even getting into characters who make multiple appearances outside of their main series.

Basically unless it's a creator owned deal, or it's a small title that a single writer/artist pair can work on for a few years straight it's not going to happen.
