A Manga Called Jade Dragon

It's a story about a woman who inherit the spirit of the dragon and transforms into one when the priests reveals her ability. I don't know if this link will work with the right page with the whole thing apparently being done in flash but to tell you the right transformation page is that it's in Chapter 2 Spirit and the pages are 36-35 (Being a manga, you have to read right to left)

Also, I'm not sure if this is an actual Manga you can buy or not and it's just webcomic drawn in manga style.
