It's a canon TG.
The story is that Laharl wakes up as a woman one morning. And that's all. I'm cautiously optimistic. It could be funny and awesome, but it sounds uber fanfictiony. Just think about it this way. There could also be bad ends where the TG is permanent. (IT's obviously not permanent since this is before D4)

According to Wikipedia it's going to be a direct sequel to the original Disgaea.
"Disgaea Dimension 2 (ディスガイア D2) an upcoming video game in the Disgaea series developed by Nippon Ichi Software.
