I'm not sure how this managed to remain on youtube, but it's a strange one with a little bit of everything. It looks like it was animated by the dude who did the LOTR cartoon.

Ooh, looks like it's based on Ovid's story in "Metamorphoses" of Salmacis and Hermaphroditus. I think they're using the technique called rotoscoping, basically tracing live-action stills to duplicate natural movement. It was in Ralph Bakshi cartoons like the LOTR and "Fire and Ice", also used in the original He-Man cartoon and some others.
