Got me a little stumped

I dont know who the artist is on this one I think it might be one of Sutibaru's but the logo on the bottom that says hot air makes me think otherwise. Does anyone know who this is?

I dont mean this as a request I am just curious as to the artist if anyone happens to know and care to pass on the information that would be cool.
