I think on the DVD at least, it does show him pulling open his shirt in the lab and seeing the breasts before it cuts to the shower - but it's been a little while.

I'm thinking it is not a deleted scene per se but perhaps a production shot of the scene between him entering the building and the breast reveal scene in the mirror.
After leaving the cab I think Daly is switched out for Young who runs into the building. Then there is a security footage for this scene and while not a direct match for the pose in the photo, The scene might be Young rather than Daly in the security footage for female movement with perhaps a superimposed face of Daly ala Jurassic Park but without the JP budget the effect might not have been as good as they would have liked so they used the security camera treatment to hide the flaws? -maybe I doubt it comes after the mirror scene because Daly rips open the shirt and you hear buttons pop so I doubt there would be a redress and fixing of the tie before taking a shower. The scene is from when Jeckyll shows the security footage to his fiancée near the end of the film. It curiously uses shots of Sean Young instead of Tim Daly.
