An interesting find. Never seen this one before and the circumstances of the AP has piqued my interest in the series.
Based on what I found, the AP'd character is an esper named Astaris Vega who, from my understanding, triggered the AP after witnessing her father's death at the hands of the titular hero. Post-AP, she has no recollection of the event that triggered her change, has the mentality of her original age, and apparently wears some sort of headband that suppresses (?) her esper powers.
