Sounds a lot like the Rob Schneider movie "The Hot Chick," although I think his character was more of a petty criminal than a serial killer (and I don't think there was the specific "switch back in 24 hours or it's permanent" element).

It does sound like it would be Vince Vaughn on screen most of the time. Also, I'm sure I've heard of a book with this exact plot a few years ago.

I can't remember much about the hot chick except the trailer made it look like a witches spell did it, but it was cursed earrings in the movie.
