This is the best way. Each forum having a subforum for requests seems logical enough on its face, but it wouldn't work. Subforums are easy to miss, even for experienced forumgoers. Requests are a problem because they're abused by lazy, ignorant, inconsiderate people. To counter that, you need something that stands out, like the current sticky setup. The only thing that would stand out as much is a single dedicated forum on the main index (possibly with subforums inside), and even then it might not work as well as the stickies.
