You could just make a Request Section at the top under The Process General where people could make all their requests in there, then once the Request is completed, that thread would become locked but not deleted so that the thread would hang around but couldn't keep having people adding to that thread (making it 20 or 30 pages long for example) and people would immediately know (from the Locked Icon) that the request has been fulfilled. I would also make that section have a rule on how to make the title so everybody can clearly see that it is a request and what the request is from the title before deciding to join in and / or add to the request.

Something like "Request: A Story About XX By XXXX." maybe?
