Bill on the Governor's desk: Remove request threads

What I could see happening is that requests are made in one forum section and requests answered in another section (possibly a child section of the parent request section). If people don't want to trawl through the requests to find content, they can just skip the request section and go right to the Requests Fulfilled* section to leech to their hearts' content.
