a fetish/story clip

Lot of people upload/download raw stock in the public domain and
work together to crank out vast quantities of imperfect
fetish/story animations

So essentially the dumbest idea in all of history. You want a lot of people to take part in something that so far maybe two people in all the world seem to understand and make a lot of content for you with it. Your contributions toward it seem to have nothing to do with the fetish aspect of things, unless your fetish is to give people headaches. You have been beating a horse that died over 10 years ago. Give it up already and move on, nobody wants any part of your weird schemes. Also, and most importantly, if you are on some sort of medication I recommend you get the prescription adjusted as soon as possible.

So crowd source the production instead of the funding? I think it has been tried in academia, at least the animation part. Still need someone to run the thing. And then there's still the question of ownership.

I'd kinda expect the results to look like this. Which probably isn't 100% satisfying.

I suspect he's more in the Asperger's territory (speaking from experience as I have it but I've had years of working with it to lean how to act "normal" in public and whatnot).

See, that's my whole problem, though.
The man is claiming "caretaker" stance over works he cannot legally protect.
When presented with alternatives - like CC0 - his response is "steady on."

That - in my book - makes for a shitty caretaker who, quite frankly, shouldn't be allowed to "safeguard" a child's fingerpainting - let alone some of the Matisses we get around here.
