I believe it's only twinning if the original is there as well. Like, if Princess Zelda cast a spell on someone to turn them into a copy of her, that'd be twinning. But if some random person just zapped a person and turned them into Zelda, it'd just be a transformation.

This story from Morpheus is about as "Twinning" as you can get. He is a very talented writer with a wide range of transformations and interest.
