I don't see a need to know the specifics of the world to enjoy the story. What's more important is that the characters in the story behave in a way that's consistent with that world. It's established very early on that these women shrink when turned on, and they accept that as reality. Also, Megan is well aware of Doreen's history and shows great concern when Doreen starts getting to small, further showing how well the characters inhabit the world.
For that reason, I think this short story is a success. Clear beginning, middle, end. Clear stakes and tension. Nicely done! Thanks for sharing.
