Might have been AP or just butt and boob expansion. It's a bit hard to tell just from that clip.

It's from the OAV Negima Haru. What's happening is that Negima, if y'all didn't know is a mage, and when he sneezes, he blows her clothes off. I think it happens in the regular anime as well, just not as...detailed.
